Ukrenergo faces funding shortfall in transmission tariff for paying private solar producers since Aug 2025

According to the results from January to August of 2025, NPC Ukrenergo has already exhausted the funds allocated for the year to pay for electricity produced by private households’ SPP (solar power plants). This explains why debts emerged in August.

In its response to Energy Reform’s request, Ukrenergo explained that, according to the results of the first eight months of 2025, the amount of expenses for paying for electricity from private households’ SPP at the feed-in tariff is UAH 7.114 billion (excluding VAT). At the same time, the Ukrenergo tariff for electricity transmission provides funds in the amount of UAH 6.98 billion for the whole year.

“Thus, Ukrenergo currently has no means of covering the costs of the specified services of universal service providers in 2025,” the response to the request states.

As of October 13, Ukrenergo had paid 30.36% of the agreed-upon August 2025 payments to all USPs through which settlements with private households’ SPP are made.

According to the company’s website, as of October 14, the agreed-upon service amount for August is UAH 1.5 billion; however, the amount paid is nearly three times less at UAH 455.26 million.

“Ukrenergo is currently consulting with the NEURC on resolving the issue of finding sources of financing for deficit expense items,” the company emphasized.

The company also explained that at the time of preparing the response to the request, the issues of payment for September 2025 were still in the process of being agreed upon.
