New Ukrainian envoy to Council of Europe arrives in Strasbourg

Former Minister of Culture and Strategic Communications of Ukraine Mykola Tochytskyi has arrived in Strasbourg, where he will begin his work as Ukraine’s Permanent Representative to the Council of Europe.

He announced this on Facebook, Ukrinform reports.

“Before the trip, I discussed with [Ukrainian Foreign] Minister Andrii Sybiha the intergovernmental track that makes decisions directly affecting people’s lives during wartime – protecting the rights of victims, advancing reforms, establishing international accountability mechanisms for aggression, and ensuring the return of Ukrainian children. The president’s diplomatic team at the Council of Europe is achieving clear results on the CoE track in these areas,” Tochytskyi wrote.

He noted that the primary mission of the Council of Europe, established in 1949, is “to create the conditions for avoiding war in the future.”

“It is quite clear that the member states of the Council of Europe will continue their efforts to achieve a just peace in Ukraine. The tasks set by the head of state and the minister of foreign affairs remain unchanged – to continue Ukraine’s systematic work within this organization, which has steadfastly supported our country since the first days of the full-scale war,” he said.

On August 20, President Volodymyr Zelensky signed a decree, No. 603/2025, appointing Tochytskyi as Ukraine’s Permanent Representative to the Council of Europe. Before that, he served as Minister of Culture and Strategic Communications in Denys Shmyhal’s government.
