Head of Mykolaiv Regional Military Administration Vitaliy Kim is convinced that Mykolaiv Alumina Plant (MAP) will attract the greatest interest from investors after the war among all facilities in the region.
“We did not allow the entire enterprise to be looted; even two criminal cases took place. Earlier, when Deripaska [Russian oligarch Oleg Deripaska] was building his chain, Mykolaiv Alumina Plant was an intermediate stage between production and the end consumer. A raw materials model is not very profitable for Ukraine. Among the plans was the construction of a plant based on Zaporizhia Aluminum Plant. And it was even sold to him [Deripaska], but then they failed to agree on the electricity price, and the project stopped,” Kim said in an exclusive interview with Interfax-Ukraine.
At the same time, the head of the regional administration said there had already been potential investors for Mykolaiv Alumina Plant who had studied the African raw materials market, but at present, without the opening of the sea route, it is impossible to launch this logistics.
“Then there are two ways. The first is to supply what is produced at MAP, reorienting from the Russian market to the European or American one; the second is to build our own aluminum plant,” he said.
“Currently, the State Property Fund is the management body, and it is the Fund that is talking to investors. Investors come and look at MAP, but at the same time we clearly understand that this will not be implemented while the war is ongoing. I think Mykolaiv Alumina Plant will be one of the first facilities to attract interest after the war ends,” Kim added.
He said he sees Mykolaiv Alumina Plant as part of a future reindustrialization cluster in the region.
“I am convinced that this should be done here, within a short logistics leg, in order to ensure competitiveness. In addition, an aluminum plant means at least 1 GW of electricity, which has to come from somewhere. And we have the possibility of building the fourth unit of the nuclear power plant for exactly one gigawatt. That is, everything is in place for this to be done in our region, but the war has to end,” Kim said.
