Countering Disinformation During a War of Aggression. Ukrainian Media Regulator presented key challenges at the workshop in Moldova

Ms Olha Herasymiuk, the Chair of the National Council of Television and Radio Broadcasting of Ukraine, Ms Iryna Parkhomenko, Head of the Division of the Legal Department, and Mr Ihor Tymofieiev, Chief Specialist of the Division of Monitoring, Research and Content Analysis in Media of the Department of Control, Analysis and Strategic Development, with the support of the Moldovan and Ukrainian Council of Europe media projects, participated in the Regional Peer-Support Workshop “Aligning regulatory practices for a robust media ecosystem”.

The Ukrainian delegation presented a series of key issues relevant to freedom of expression and media pluralism in Ukraine during a war of aggression, shared its’ experience and explored potential opportunities for co-operation with audiovisual regulatory authorities from Bosnia and Herzegovina, Estonia, Ireland, Latvia, Lithuania, Moldova, North Macedonia, Romania, and the United Kingdom.

“We are confronted with systematic information attacks, the destruction of media infrastructure, the persecution of journalists in occupied territories, and even attempts to disrupt the satellite broadcasting of our channels. Despite these challenges, Ukraine is making significant strides in countering these threats. Notable initiatives include a project to support Ukrainian broadcasters in border regions, active co-operation with international organisations, and ongoing monitoring of Russian propaganda narratives,” stated Ms Olha Herasymiuk.

Participants discussed a wide range of challenges related to media regulation. A special emphasis was placed on the new EU media legislation, which holds particular significance for Ukraine in the context of its European integration. Other key topics included the transparency of media ownership, the regulation of bloggers and influencers, and the influence of artificial intelligence on the media landscape. The discussions also explored strategies to improve media literacy among the public and methods for effectively co-operation with major tech platforms to combat disinformation.

The workshop took place in the framework of a Regional Peer Support Workshop on Aligning regulatory practices for a robust media ecosystem, organised by the Council of Europe Project “Support for Media Pluralism and Freedom of Expression in the Republic of Moldova”, in co-operation with the Moldovan Audiovisual Council.
