The Council of Europe’s two-year project “Enhanced Social Protection in Ukraine” concluded with a closing event, on 27 November 2024, at the Hyatt Regency Kyiv Hotel, showcasing significant progress in advancing social rights and protections for people from vulnerable groups amidst the challenges of war.

Launched in 2023 under the framework of the Council of Europe Action Plan for Ukraine, the project focused on improving legislative and policy frameworks in line with the European Social Charter standards. Key accomplishments include reforms in social services, labour rights, and enhanced support for people with disabilities and war-affected populations.

Prominent attendees included the Ukrainian Minister of Social Policy, Oksana Zholnovych, the Head of the Council of Europe Office in Ukraine, Maciej Janczak, Alla Fedorova, member of the European Committee of Social Rights and other distinguished national and international officials. Discussions highlighted achievements in social and labour reforms, including measures to improve benefits accessibility, strengthen barrier-free strategy, and foster social dialogue.

As Ukraine faces the challenges of war and moves toward EU accession, the commitment to promoting social rights remains pivotal and this event reaffirmed the shared resolve of Ukraine and the Council of Europe to continue their cooperation under the “Resilience, Recovery, and Reconstruction” Action Plan for 2023-2026.
